The act was a good idea, but it was never implemented. The states didn’t implement the act because they didn’t have the money to do so. The act was also never enforced because the states didnt have the proper tools (and knowledge) to do so.
While I agree with the goal of the act, I think it was never enforced. It was never a law that states had to provide free education for students with disabilities, and it was never a law that states had to provide free education for students with disabilities unless the states were willing to spend money on it.
